What this report does
Summarizes component counts, inspection activity, leaks, and DOR status for a selected regulation and date range. Each row represents a distinct combination of unit, component type, physical state, inspection frequency, UTM property, DTM property, and MMQ Group — giving a detailed breakdown of how the component population is distributed and how it changed over the period.
The report supports both M21 and AVO inspection types. Use it to verify component counts before a reporting deadline, review inspection coverage by type and frequency, and confirm DOR opening and closing activity for the period. This report is in the Compliance folder on the Reports tab.
When to use it
- Preparing component population summaries for regulatory submissions.
- Reviewing inspection and leak counts broken down by component type, frequency, and unit.
- Confirming beginning and end DOR counts for a compliance period.
- Identifying component groups with UTM or DTM flags that affect monitoring coverage.

What's included and excluded
Included:
- Only components mapped to the selected regulation.
- Only components of the selected type(s).
- Only components in the selected unit(s).
- Both active and deactivated components that were part of the population at any point during the period (reflected in Start Count, Act, DeAct, and End Count as appropriate).
Excluded:
- Components not mapped to the selected regulation.
- Component types not selected in the Comp Types parameter.
- Units not selected in the Units parameter.
How key values are calculated
Rows and grouping
Each row represents a unique combination of Unit + Component Type + Physical State + Frequency + UTM + DTM + MMQ Group. If components within a grouping have differing subtypes or sub-subtypes, those columns display "(Multiple)." Rows are ordered by Unit, then Type, SubType, SubSubType, Physical State, Frequency, UTM, DTM, and MMQ Group.
Start Count and End Count
Start Count is the number of active (non-deactivated) components in the grouping at the beginning of the period. End Count is the same measure at the end of the period. Together with Act and DeAct, they follow an approximate population formula:
Start Count + Act − DeAct ≈ End Count
Edge cases such as a component that was both activated and deactivated within the same period may cause this equation to not balance exactly.
Act (Activations)
Components that transitioned to active status during the period, excluding Temporarily Unavailable (TUP/TUiS) re-entries — those are not counted as new activations.
DeAct (Deactivations)
Components that were deactivated during the period.
Insps (Inspections)
The count of inspections of the selected type (M21 or AVO) performed on components in the grouping during the date window.
Leaks
The number of components that had at least one leak (of the selected inspection type) found during the period. Leaks closed with a Mis-Identification reason are excluded.
DOR columns (Beg DOR, New DOR, Close DOR, End DOR)
DOR counts reflect open Delay of Repair records for leaks of the selected inspection type (M21 or AVO) that are bound to the selected regulation.
- Beg DOR: DORs that were approved before the start of the period and not yet closed at the start of the period.
- New DOR: DORs approved after the leak was found, with the leak within the period window.
- Close DOR: DORs closed during the period.
- End DOR: DORs that remain open at the end of the period.
DOR End formula
End DOR follows directly from the other DOR columns:
End DOR = Beg DOR + New DOR − Close DOR
When reconciling DOR counts against an agency report, verify that all four columns are consistent with this formula. Discrepancies can occur when a DOR was both opened and closed within the same period.
TUx at EOP (Temporarily Unavailable at End of Period)
Components in TUP (Temporarily Unavailable - Purged) or TUiS (Temporarily Unavailable - In Service) status at the end of the period.
DTM and fDTM
The DTM column shows YES when a component has the Difficult to Monitor property set to Yes. A value of fDTM indicates that the DTM property is set to Yes but the associated frequency override has been cancelled — the component is still marked DTM but is not receiving a DTM-adjusted monitoring frequency.
Tips and common questions
- "SubType shows '(Multiple)' — what does that mean?" The row aggregates components from more than one subtype into the same grouping. This happens when components of the same type, physical state, frequency, UTM, DTM, and MMQ Group belong to more than one subtype. Export to Excel and filter on individual subtypes if you need subtype-level detail.
- "Start Count + Act − DeAct does not equal End Count." This is expected in some cases. A component that was both activated and deactivated within the same period contributes to both Act and DeAct but does not appear in End Count. The formula is approximate.
- "Why does Insps differ from what I see in the inspection list?" Insps counts inspection records of the selected type performed during the window. It does not filter by inspection reason — all M21 or AVO inspections in the period are counted, including D30, D90, and other special reasons.
- "I selected AVO as the Inspection Type but some components show Leaks = 0 even though I know they have leaks." The Leaks column counts components with an AVO leak recorded on an AVO inspection within the date window. Verify the leak's DateOpened and the inspection date fall within the selected period.
- "A unit I expected to see is missing." Units with no components matching all selected filters (regulation, comp type, frequency, etc.) will not appear. Verify the regulation assignment and component type selection.
Sample output

What the rows illustrate:
Exempt (EX) rows: The majority of rows carry EX frequency, meaning those components are exempt from inspection under this regulation. All EX rows show Insps = 0 and Leaks = 0, as expected.
Connector (Multiple, GV, fDTM): The fDTM value in the DTM column indicates the DTM property is set to Yes but the associated frequency override has been cancelled. This group of 52 GV connectors has no inspection activity.
Connector (Multiple, HL, NO) — 3 activations: The Heavy Liquid connector group shows Act = 3 and End Count = 2564, the only connector row with population movement during the period.
Connector (Multiple, LL, NO) — 4 deactivations: 1804 start, 4 deactivations, End Count = 1800. No activations during the period. Pump (Multiple, HL, EX) — Leaks = 1: The only pump row with a leak, despite EX frequency. TUx at EOP = 6.
Pump (Multiple, LL, NDE, Annual): All 10 NDE-designated pumps were inspected during the one-month period (Insps = 10 = End Count).
Valve (Multiple, GV, Q) — DOR activity: 594 quarterly GV valves, all inspected (Insps = 594). 3 leaks found; 1 DOR open at start, 1 new DOR, 0 closed, 2 open at end (Beg DOR 1 + New DOR 1 − Close DOR 0 = End DOR 2). TUx at EOP = 9.
Valve (Multiple, LL, Q) — partial inspections: 789 valves but only 785 inspected, leaving 4 uninspected during the period. TUx at EOP = 6.
Valve (Multiple, HL, EX) — large exempt population: 2481 Heavy Liquid valves, all exempt. 2389 inspections recorded despite EX frequency, with no leaks or DOR activity.
Valve (Gate, GV, Q, fDTM): Single-subtype row with fDTM, indicating the DTM frequency override is cancelled. All 8 components inspected; TUx at EOP = 1.
Valve (Regulator, GV, NDE, Annual): 6 NDE Regulator valves, all inspected (Insps = 6 = End Count). TUx at EOP = 1.
Totals row: 9883 start, 3 activations, 4 deactivations, 9882 end. 3792 total inspections across all rows; 4 leaks; End DOR = 2; TUx at EOP = 18.
