What this report does
Lists all M21 and AVO (Audio, Visual, and Olfactory) inspections performed on components that are flagged as either Closed Vent System (CVS) or No Detectable Emissions (NDE), for the selected regulation and date range. One row appears for each inspection.
The report is run separately for CVS components and NDE components — one run shows CVS inspection history and the other shows NDE inspection history. Use it to audit inspection coverage and readings for components that have special regulatory designations requiring them to remain below detectable emission thresholds. This report is in the Compliance folder on the Reports tab.
When to use it
- Verifying that all CVS or NDE components received required inspections during a period.
- Reviewing PPM readings and AVO pass/fail results for CVS or NDE components.
- Identifying components where the reading exceeded the leak definition threshold.
- Preparing supporting documentation for a regulatory inspection or submission.

Run once for CVS, once for NDE. This is a single report with a toggle parameter. Select CVS to see CVS inspection history; select NDE to see NDE inspection history. The report title updates to reflect your selection.
Both M21 and AVO inspections are included. The report shows all inspections of either type performed on qualifying components within the date range.

What's included and excluded
Included:
- Only components flagged as CVS = Yes (for a CVS run) or NDE = Yes (for an NDE run) on their tag.
- Only components mapped to the selected regulation and with a leak definition (PPM threshold) assigned under that regulation.
- Only components in the selected unit(s).
- All inspections — both M21 and AVO — performed on qualifying components during the date range.
Excluded:
- Components with the CVS or NDE property set to No.
- Components without a leak definition assigned under the selected regulation.
- Inspections outside the selected date range.
- Components not in the selected unit(s).
How key values are calculated
CVS and NDE flags
CVS (Closed Vent System) and NDE (No Detectable Emissions) are boolean properties recorded on the component's tag. A component appears in a CVS run when CVS = Yes; it appears in an NDE run when NDE = Yes. These properties are evaluated as of the end of the report period.
Reading
The net PPM reading for the inspection:
Reading = MaxPPM − Background PPM
This represents the net emission reading after subtracting ambient background levels. Reading is blank for AVO inspections, which do not record PPM values.
Leak Def
The PPM threshold defined in the regulation's leak definition for the component, as of the inspection date. A reading at or above this value constitutes a leak under the regulation.
Avo Result
PASS or FAIL for AVO inspections, based on whether the inspection was recorded as passing. This column is blank for M21 inspections, which do not have a pass/fail outcome.
Freq
The M21 monitoring frequency assigned to the component under the selected regulation, shown as of the end of the report period. This column always reflects M21 frequency even when the inspection shown on that row is an AVO inspection.
Tips and common questions
- "Should I run this report for CVS or NDE?" Run it once for each designation you want to review. CVS components are those routed to a Closed Vent System; NDE components are those where emissions must remain at No Detectable Emissions levels. They are separate populations and may overlap if a component is flagged as both.
- "Reading is blank for some rows." AVO inspections do not record PPM readings, so their Reading and Bkgrnd PPM columns are blank. Only M21 inspections record MaxPPM and Background PPM values.
- "A component I expected is not in the output." Confirm that the component has the CVS or NDE property set to Yes on the tag view, has the selected regulation assigned, and has a leak definition assigned under that regulation. All three conditions must be true for the component to appear.
- "Avo Result is blank for all rows." If all inspections during the period were M21 inspections, Avo Result will be blank for every row. AVO Result only populates for AVO inspections.
- "The Freq column shows an M21 frequency, but the inspection was AVO." The Freq column always shows the component's M21 monitoring frequency under the selected regulation. There is no separate AVO frequency column in this report.
- "The report comes back empty." Confirm that the selected unit has components with the CVS or NDE property (whichever you selected) set to Yes, that those components have the selected regulation assigned, and that inspections were recorded during the date range.
- "A component I know is CVS (or NDE) is not appearing." Three conditions must all be true for a component to appear: (1) the CVS or NDE property must be set to Yes on the component's tag, (2) the component must be mapped to the selected regulation, and (3) a leak definition (PPM threshold) must be assigned to the component under that regulation. The most commonly missing condition is the leak definition — verify it is assigned in the component's regulation settings.

What the rows illustrate:
All readings below Leak Def: Every inspection in the CRUDE unit returned a Reading well below the 500 PPM lower threshold. The highest reading in the period was 4.1 PPM (tag 126304), confirming all NDE components remained below detectable emission levels during the period.
Sealless pumps — bulk inspection on 6/18/2024: Nine of the eleven rows are Sealless Light Liquid pumps inspected on the same date by the same two technicians, reflecting a single-day sweep of the NDE pump population in the CRUDE unit.
Bkgrnd PPM = 0.0 throughout: All inspections recorded a background PPM of 0.0, so the Reading column equals the raw MaxPPM reading for every row.
Tag 176200 — Canned pump: The one Canned subtype pump in the unit was inspected on 6/19/2024 by Jane Smith with a Reading of 2, below the 500 PPM threshold.
Tag 195600 — Globe valve: The only Valve in the output; a Gas/Vapor (GV) physical state Globe valve inspected on 6/19/2024 with a Reading of 0.6, the lowest in the report.
Avo Result blank throughout: All 11 inspections are M21 inspections; no AVO inspections were recorded during the period, so the Avo Result column is blank for every row.
Total — 11: The per-unit total at the bottom of the CRUDE section counts all inspection rows in the unit. TANK FIELD and PIPELINE returned no rows, indicating no NDE-flagged components with qualifying inspections in those units during the period.

One row per inspection, grouped by unit with a per-unit total count. Suitable for on-screen viewing, PDF, and Excel export.
