What this report does
Lists every Delay of Repair (DOR) that was open at any point during the selected date range for the selected regulation. Each row represents one DOR on one component. The report is designed for regulatory submissions — it shows the core DOR record (who approved it, why it was filed, when it was opened and closed, and the estimated repair date) without the emission point detail that appears in the DOR Summary report. This report is in the Leak folder on the Reports tab.
When to use it
- Preparing a DOR listing for submission to a regulatory agency when emission point detail is not required by the submission format.
- Verifying DOR counts for a specific regulation and time window before filing periodic reports.
- Confirming that DORs are correctly approved, closed, and associated with the right regulation.

Note on Emission Points: This report is formatted for regulatory submissions that do not require emission point detail. If your agency requires emission point data alongside DOR records, use DOR Summary instead — it adds an Emission Point column and uses the same underlying data (note: DOR Summary defaults the Unit Type filter to Location Unit rather than Process Unit).
What's included and excluded
Included:
- DORs whose approval date falls on or before the End Date AND whose closing date (if any) is after the Start Date. A DOR that was open at any point within the window is included.
- Only DORs tied to the selected regulation via the DOR's historical regulation assignment.
- Only components in the selected unit(s) and component type(s) that have a tag number assigned.
Excluded:
- DORs that were fully closed before the Start Date.
- DORs on components outside the selected unit(s) or component type(s).
- Components with no tag number recorded are excluded.
- Leaks opened by a Cooling Tower inspection are excluded from the qualifying leaks that make a component eligible to appear in this report.
How key values are calculated
Date window for DOR inclusion
A DOR is included when it was approved on or before the End Date AND was not closed before the Start Date. A DOR that was open at any point during the window is included. A DOR fully closed before the Start Date is excluded.
DOR regulation matching
The DOR is matched to the selected regulation using the regulation's historical assignment record on the DOR. A DOR is eligible if its regulation assignment was active at any point during the report's date range — including DORs whose regulation assignment ended partway through the window. If a component's regulation was changed during the selected period, DORs from before the change may still appear in the results.
Dates and local time
All date columns display in the component's local time (converted from UTC). The time zone is determined by the component's facility.
Tips and common questions
- "What's the difference between Agency DOR Summary and DOR Summary?" Agency DOR Summary omits the Emission Point column and defaults the Unit Type filter to Process Unit. DOR Summary adds the EmPoint column and defaults to Location Unit. Both pull from the same data source.
- "A DOR I expected is missing." Confirm the DOR's regulation matches the selected Regulation parameter — this field is single-select, not multi-select. Also verify the component's unit and type are selected, and that the DOR was not fully closed before your Start Date.
- "How do I see only currently open DORs?" Filter the exported data in Excel to rows where the Date Closed column is blank, or use the DOR-focused views in Chateau instead of this report.
- "Date Closed is blank for some rows." Those DORs are still open. The Date Closed column only populates when a DOR has been formally closed with a close reason.
- "The DOR Comment column is blank." The memo is an optional field when creating a DOR. Blank is expected when no memo was entered.
- "A component with a Cooling Tower leak doesn't appear." Leaks opened by a Cooling Tower inspection are excluded from the qualifying leaks that trigger DOR eligibility in this report. If a DOR was filed on a component whose only qualifying leak was a Cooling Tower leak, that DOR will not appear.
- "The DOR Why or DOR Close Why values on my printout don't match my site's options." The available values for both fields are configured in the Picklists section of Chateau. Contact your Chateau administrator to view, add, or modify the options available at your site.
- "A DOR I expected to see is missing." A DOR appears in this report only if the component was mapped to the selected regulation at the time the DOR was created. If a component was later removed from a regulation, its DORs from the period when it was mapped will still appear here. Conversely, if a component was added to a regulation after its DOR was opened, that DOR may not appear. Regulation assignment is evaluated historically, not at the current date.
- "What is the Initial Leak Date when a component has multiple open leaks?" When a component has more than one concurrent open leak, the Initial Leak Date shown is the earliest leak date among all concurrent open leaks at the time of the DOR. This represents the first point at which the component was found leaking in that repair cycle.
- "What is the difference between this report and the DOR Summary?" The underlying data and calculations are identical — both reports use the same stored procedure. The only functional difference is the default Unit Type: this report defaults to Process Unit and the DOR Summary defaults to Location Unit. Either report can be run with either unit type.

What the rows illustrate:
Tag 3452345 (Valve) — Open DOR filed under "IsoHAP/VOC" with an estimated repair date of 6/31/2024. Date Closed is blank, indicating the DOR was still open at the time of the report run.
Tag 21233 (Compressor) — The only non-Valve component in the sample. DOR filed under "Technically Infeasible without a process unit shutdown"; estimated repair date 5/31/24. Date Closed is blank.
Tag 565645 (Valve) — "Technically Infeasible" DOR with an Initial Leak Date of 12/2/22 and Date Opened of 12/20/22, an 18-day gap between leak detection and DOR approval. Estimated repair date 3/31/25; still open.
Tag 23123 (Valve) — Long-running open DOR with an Initial Leak Date of 10/13/21 and Date Opened of 10/26/21. The DOR has remained open through the report period with an estimated repair date of 3/31/25, illustrating that a DOR can span multiple years under a "Technically Infeasible" justification.
Tag 56865 (Valve) — "Technically Infeasible" DOR with a DOR Comment entered: "Cannot be isolated unless unit is down." This is the only row in the sample with a comment, illustrating the optional free-text memo field.
Output format
Suitable for on-screen review and PDF export. Rows are grouped by unit with a count of components at the end of each group. The report header shows the selected regulation, date range, unit type, and units.
