What this report does
Produces the data needed to populate the Fugitives Survey sheet of the EPA CEDRI (Compliance and Emissions Data Reporting Interface) annual reporting template for NSPS OOOOa (New Source Performance Standards for the Oil and Gas Sector). Each row represents one OGI survey visit to a location unit and shows whether fugitive emissions were found during that visit.
The report is formatted for Excel and sized for direct copy-paste into the CEDRI template. This report is in the OGI folder on the Reports tab.
When to use it
- Generating the annual OOOOa CEDRI submission's Fugitives Survey sheet.
- Reviewing which survey visits resulted in fugitive finds (Fug Flag = Yes) across a reporting period.
- Confirming that all required survey visits for each location unit are documented.

What's included and excluded
Included:
- OGI survey visits where the technician inspected at least one component in the selected location units under the selected regulations during the date range.
- One row per survey per location unit.
Excluded:
- Survey visits with no associated inspections on components in the selected units.
- Surveys outside the selected date range.
How key values are calculated
Fug Flag
"Yes" if any leak was found on any component in the selected units during that survey visit; "No" if no leaks were detected.
Monitoring Instrument
Derived from the OGI camera associated with the sensitivity check for the survey session (camera make, model, and serial number combined).
Plan Deviation
Comma-separated list of any OGI deviation notes recorded for the survey session. Blank when no deviations were logged.
Fug Shutdown Date
This column is always blank. The CEDRI template includes a shutdown date field, but the system does not capture a fugitive-specific shutdown date, so this column is intentionally left empty to match the template layout.
Tips and common questions
- "This report is formatted for Excel — what does that mean?" The report is designed for Excel export specifically. Column widths are set to match the CEDRI template dimensions (margins exceed 11 inches), so on-screen or PDF preview may appear cut off. Export to Excel for best results.
- "Fug Flag shows No for surveys where I expected a Yes." Fug Flag reflects leaks found on components in the selected location units under the selected regulations. If leaks were found on components in different units or under a different regulation, they will not trigger a Yes for this survey row. Verify that the correct units and regulations are selected.
- "Fug Shutdown Date is always blank." This is expected. The CEDRI template requires this column, but the system does not record a fugitive shutdown date, so the column is left empty in all rows.
- "The Fug Shutdown Date column is always blank — is that correct?" Yes. Chateau does not currently populate the Fug Shutdown Date field. If your CEDRI Fugitives Survey submission requires a shutdown date, you will need to enter it manually in Excel after exporting the report.
- "What is the difference between the Fugitives Survey and Fugitives Found reports?" These are two separate CEDRI submission sheets within the OOOOa annual reporting template. The Fugitives Survey sheet (this report) covers survey-level information — one row per OGI survey event, including the date, instrument, and whether any fugitives were identified. The Fugitives Found sheet covers the individual component leaks found during those surveys. Both reports must be completed for a full CEDRI submission. Run the Fugitives Survey report first, then the Fugitives Found report.
- "How is this different from OOOOa Fugitives Found?" This report (Fugitives Survey) provides the survey-level data for CEDRI: one row per survey visit with a Yes/No fugitive flag. The OOOOa Fugitives Found report provides the component-type-level detail: counts of fugitives found, not repaired, and delayed repairs — for the Fugitives Found sheet of the same CEDRI template.
